Topics getting the most attention in Riverside County public meetings, ranked by how frequently they come up.
Stephens' Kangaroo Rat Mitigation Fee Increase
RCTC wants to buy and preserve environmental mitigation land before projects hit permit deadlines, instead of scrambling later when credits are scarce and expensive. The San Timoteo Canyon site shows the model working.
Highgrove mini-warehouse rezone and plot plan
The 206-home project's northern road connection to Travertine Drive became the flashpoint: Tramonte residents want it gated for emergencies only, citing crash history and cut-through fears. Fire and transportation officials said a free-flowing public connection is required in a very high fire severity zone. The commission approved the project with the public connection.
Mead Valley Industrial Core Overlay (GPA250010)
The county wants to draw a line around where warehouses can go in Mead Valley, capping westward industrial expansion. Residents say the line is drawn too far west, gives away land that should stay residential or rural, and skipped real environmental review. The commission couldn't evaluate the line without seeing where pending warehouse applications sit, so it punted a month.
Temecula resident's blocked lot split
A Glen Oak Hills resident told the commission she bought her lot in 2002 expecting to split it for her three kids, but a rezoning she says she never knew about now blocks the split. The planning director promised staff would look into her situation.
Data center moratorium/ban in unincorporated Riverside County
Organizers delivered a 9,000-signature petition asking the board to impose an interim moratorium on new data center approvals and put the matter to a vote on October 20. Speakers cited water use in the desert, pollution, health impacts, and the Coachella ban next to a proposed 3-million-square-foot county-land expansion. Supervisor Perez said he'd hold a learning session; the Fourth District already has an administrative moratorium.
RJ Noble Temescal Valley asphalt plant land use
RJ Noble wants its long-standing Temescal Valley asphalt plant reclassified as heavy industrial so it can operate separately from the adjacent aggregate mine and add maintenance buildings and a recycled-asphalt operation. Residents say the plant already doubled production to 1.2 million tons a year without proper review and want answers on permits, traffic and dust before anything moves forward.
Sage area rezoning proposal (GPA 240053)
A proposal to shift 379 acres near Sage from five-acre minimums to one-acre lots drew massive opposition over fire evacuation, water, sewer, schools, and traffic. The Board denied even initiating the process, keeping current rural zoning.
2026 Amendment to March ARB/IP Airport Land Use Compatibility Plan
The update to the rules governing what can be built around March Air Reserve Base adds accident-potential zones for the secondary runway, tightens intensity limits to Air Force standards, and creates a security consultation zone along the base boundary. It was continued to August 11 so the Air Force can finish reviewing.
Senior assisted-living proposal in San Jacinto Valley
A developer wants to re-designate 17 acres of rural citrus and horse-property land near Hemet for a senior living community. Neighbors overwhelmingly oppose it; supervisors only initiated the process, not the project.
Short-Term Rental Regulation and Enforcement
Residents from Wine Country to the desert say the county's STR rules look good on paper but aren't enforced — code enforcement leaves at 10 p.m. and repeat violators face few real consequences. The commission is recommending faster suspensions, fewer allowed violations, and clearer complaint procedures.
Crescent Gardens Cemetery environmental review
A proposed 20,000-plot cemetery on 85 acres near Meadowbrook drew 92 comments on the first environmental document, so the county is now doing a full EIR. Residents are worried about water quality in the San Jacinto watershed, geology, traffic, and living near death-related activity. Comments on what the study should cover are open through September 10.
Data centers and LAFCO's role
Commissioner Sanchez flagged data centers as a hot, unregulated topic in the Fourth District. Staff noted severe power constraints and said any applicant would need its own power source plus a will-serve letter before grading permits. No applications yet.
ADU, SB 9 and additional residential accommodations ordinance update
The county is overhauling its rules for backyard homes and other additional housing — adding SB 9 units, raising ADU size caps to 1,600 sq ft, and treating mobile homes like regular houses. It goes beyond state minimums, but commissioners worry about parking (state law prevents local parking requirements) and strain on water, sewer, schools and public safety. It now goes to the Board of Supervisors, likely August 25.
Short-term rental ordinance 2.0
Big estate properties hosting weddings on top of STR stays are in a gray zone. Commissioners and staff debated whether to create a countywide permitting pathway for large-estate event venues, with traffic, emergency access, and neighbor impacts all in play.
Desert Hot Springs area housing proposals (GPA240040/240051)
Two proposals would reclassify nearly 70 acres from rural to medium-density residential for about 70 homes each near Desert Hot Springs. Neighbors cited deadly crash data on Mountain View Road and lack of outreach; both items were continued.
March Air Reserve Base compatibility plan amendment
The commission got a preview of the 2026 update to the March Air Reserve Base compatibility plan, including a second runway, new accident protection zones, a 50-foot observation clear zone, and a decision to keep larger noise-based zones rather than shrink them.
Stone Ridge Commerce Center SP-239 rezone opposition
A resident presented employment data arguing inland warehouse logistics jobs pay less and don't lift the region's struggling families, opposing the SP-239 rezone.
Industrial shift near Moreno Valley Freeway (GPA240073)
Five residentially designated parcels near the freeway, the World Logistics Center, and the landfill are being pushed toward light industrial. The hearing officer said housing no longer makes sense there given truck traffic and surrounding industrial growth.
First rancho community event facility under Ordinance 348.5018
Riverside County approved its first rancho event venue — up to 500 guests on a working date palm and alfalfa farm. Commissioners grilled staff on parking spillover, noise after 10 p.m., and long-term enforcement of the required agriculture. The permit runs with the land permanently.
Unpermitted RV dealership legalization in Desert Hot Springs
A business converted a permitted car lot into an RV dealership without permits, then spent nearly four years seeking to legalize it. Commissioners debated accountability for unpermitted work while ultimately supporting the fix.
