Topics getting the most attention in Riverside County public meetings, ranked by how frequently they come up.
Calimesa Golden Triangle boundary changes (LAFCO 2026-06-5 and 2026-07-5)
Calimesa wants to annex about 313 acres in Cherry Valley, but Beaumont and its water district say the land south of Cherry Valley Boulevard should go to Beaumont instead. Both sides showed up early to make their case before the items return next spring.
Election Integrity and Voter Roll Concerns
Several speakers pressed the Board about vote-by-mail ballot discrepancies, error-rate standards and whether the county auditor should audit elections. County Counsel explained there is no universal error-rate standard and the county consistently performs under 1%; the Board agreed to further committee discussions with the Registrar.
First-Time Homebuyer and Farmworker Down-Payment Assistance
A countywide zoning text amendment would let Polanco Parks and larger ag employee housing be approved ministerially, cutting red tape for affordable farmworker housing. A Thermal Polanco owner with a waiting list urged adoption.
Oasis Mobile Home Park Conditions
A $5 million state grant moves forward to relocate Oasis Mobile Home Park residents to the new San Antonio del Desierto park. A housing advocate asked the county to keep residents informed and host on-site appointments.
SR-91 Eastbound Corridor Operations Project
The 91 ECOP will add an operational lane on eastbound 91 between the 241 and 71 connectors to cut congestion and improve safety. Two funding agreements now move to the full Commission, with construction targeted for completion in 2030.
Zero-emission bus fleet transition
RTA is replacing four aging natural gas dispensers at its Riverside and Hemet bus yards with dual-hose units that can fuel big buses and smaller shuttles back-to-back. This matters for keeping the fleet running efficiently when new medium-duty service starts in July.
City Manager Recruitment
Riverside locals are making their voices heard on the next city manager, demanding someone who knows the area, has big-city chops, and plays by the rules. Getting this hire right is crucial because this person basically runs the city's day-to-day operations.
Free fares on Election Day and Veterans Day
All rides — including Dial-A-Ride — will be free on Election Day and Veterans Day so nobody misses a chance to vote or honor veterans because of transportation costs.
First state lobbying contract
RCTC's advocacy got harmful language stripped from state transit funding bills and continues pushing to restore federal STBG/CMAQ funding distributions. A $25 million federal grant was also secured for the 91 Eastbound corridor.
Highgrove mini-warehouse rezone and plot plan
The 206-home project's northern road connection to Travertine Drive became the flashpoint: Tramonte residents want it gated for emergencies only, citing crash history and cut-through fears. Fire and transportation officials said a free-flowing public connection is required in a very high fire severity zone. The commission approved the project with the public connection.
Truck routes and AB 98 compliance
The state requires Riverside County to designate truck routes in its general plan to keep heavy trucks off residential streets and away from schools, parks, and hospitals. The county missed the January 2026 deadline and is reporting monthly to the Attorney General while it completes outreach. Residents are contesting specific routes through Mead Valley, Nuevo, and Temescal Valley.
Behavioral Health Crisis Services Expansion
District 5 cited county data showing youth 25 and under account for roughly half of about 14,000 non-fatal self-harm injuries over three years. Its mental health committee is responding with a donation drive, a tote-bag art event, and partnerships with nonprofits.
2026 Climate Action Plan Update
The county's updated climate plan sets a 2022 emissions baseline and targets cutting greenhouse gases 49% by 2030 and 87% by 2045. It also gives developers a new consistency checklist to use in environmental review, replacing the old 100-point scoring system.
Bark Beetle Emergency Renewal — Idyllwild and Pine Cove
The local emergency declaration for the bark beetle infestation and Golden Spotted Oak Borer find was renewed, keeping tree-kill response efforts active in the mountain communities.
Hidden Valley Wildlife Area Bain Fire Remediation
The Board approved $10.2 million to clean up and restore the Hidden Valley Wildlife Area after the Bain Fire, including emergency purchase orders.
Gavilan Hills ATV Invasion
A resident described an Instagram-organized gathering of 60+ ATVs that drove through private properties, terrorized neighbors and livestock, and said sheriff's deputies failed to respond despite repeated calls.
6th Cycle Housing Element implementation
The county's annual housing progress report drew criticism that it's unclear what has actually been completed; planning staff promised a new public website tracking housing sites and programs within weeks.
Meadowbrook Marketplace commercial center
A new grocery-anchored shopping center is coming to Highway 74 in Meadowbrook, an area residents say is severely underserved — the nearest similar shopping is miles away toward Lake Elsinore or Perris. The project also brings jobs, a 24-hour fueling station, and pairs with a separate multifamily housing project across the street.
Data center moratorium/ban in unincorporated Riverside County
Organizers delivered a 9,000-signature petition asking the board to impose an interim moratorium on new data center approvals and put the matter to a vote on October 20. Speakers cited water use in the desert, pollution, health impacts, and the Coachella ban next to a proposed 3-million-square-foot county-land expansion. Supervisor Perez said he'd hold a learning session; the Fourth District already has an administrative moratorium.
Election integrity and Registrar of Voters transparency
A team of residents claims over 45,000 more ballots were counted in the Prop 50 election than can be reconciled with ballots cast, and wants the Registrar to answer for it. Chair Spiegel scheduled a special public meeting February 10 at 1:30 p.m. for a full explanation before all five supervisors.
Food truck encroachments and right-of-way safety at Marshall and Ellis
Jane Turner said a food truck at Ellis and Marshall repeatedly violates the county's 2025 vending ordinance, creating pedestrian and traffic hazards, and asked code enforcement to act and designate the area no-parking/no-vending.
Executive Director Appointment
WRCOG's top job is in transition: Christopher Gray is now the interim executive director with a $289,000 agreement, and the deputy executive director got a $15,000 bonus. This shapes who runs the regional agency's day-to-day work for member cities.
Regional transportation funding through TUMF
Two TUMF amendments will reimburse Wildomar up to $5.36 million for the Palomar Road project and the County up to $9.2 million for the Rancho California Road–Calle Contento roundabout — real money flowing to congestion relief in Southwest County.
Acquisition of Ziony property
The RCA bought about 170 acres in the Sage area for $850,000, permanently protecting habitat that connects to the regional conservation reserve system. This land helps complete proposed Habitat Core 6 and supports species like the golden eagle and mountain quail.
Master wildfire management plan
A public commenter called for a countywide ban on combustible building materials in very high fire hazard zones, arguing wood-framed rebuilds repeat a deadly cycle for homeowners and firefighters.
2026 Wildfires on Conserved Lands
Seven fires burned roughly 9,200 acres of RCA and MSHCP conserved lands in 2026, including big hits at the San Jacinto Wildlife Area and Norton Younglove Reserve. A prescribed burn done in June acted as a fuel break during the Shore Fire — proof proactive work pays off. Staff are repairing dozer lines and fences and watching for invasive plants in burn scars.
